Austrade reconstruction workshop

Australian companies have been encouraged to attend a Tsunami Reconstruction Workshop being
staged by AusTrade in the next few days. ( http://www.startexporting.gov.au/tsunami/index1.rsp
) They ask why people might attend their workshop, then answer:
# Obtain detailed information on the progress of reconstruction planning, how funds are being
disbursed, likely arrangements for contract tendering and identify which agencies will take
the lead in coordinating projects.
# Receive information on ongoing procurement programs operated by multilateral development
agencies, such as the World Bank and Asian Development Bank [ADB].

Is this Austrade event a Reconstruction Workshop that only talks about the flows of money and the business opportunities?

Green Left Weekly labels the whole AU$1B Tsunami Aid grant a "corporate greedfest", with most of the money looping back to australian companies.( http://www.greenleft.org.au/back/2005/620/620p12.htm )
