Nationally-closed, international-semiopen competitions, danger against national designers?

I am confused about architectural competitions with invitations. Please, remember competitions executed in istanbul, jordan(http://www.phase1.de/projects_amman-competition_ergebnis_e.htm) and so on. These competitions are open to "distinguished" international but national designers. These sounds to me awful, i know there are designers around the world. Isn't is unfair to isolate national unfamous pationate designers? Can Architecture be racist?

Well, it can ... it makes it appear as if good architecture is only created in European or Anglo countries or/and by European or Anglo architects. But this is not news, architectural magazines promote this view too. You won't find many pages dedicated to what is done anywhere else.
